All four lead with a prominent send arrow (so “send” reads instantly) that resolves, above it, into a small group. They differ only in how the group is drawn — loose heads, a roundtable, two people you join, or a fuller panel.

A word removes all doubt about “send.” Costs horizontal room, but the composer is wide enough on the landing page. The icon then only has to whisper “group.”
The current icon (an abstract three-node network) fails because it names a concept, not an action — nothing in it says “send.” Fix that first.
You picked the Arrow → panel direction — the right one. With the arrow enlarged it now reads as send at a glance and resolves into a group on the second look. Of the four up top: “Arrow → 3 heads” stays cleanest at 20px; “Arrow between two” is the most clearly “people” if you want the convene cue louder.
But honestly — the surest way to “obviously means send” is a word. If the composer can spare the width, “Ask the panel” (B1) ends the ambiguity, and the little plane keeps it warm. The ring does the rest.
